My little ones like to do this, although your kids are a little older than the one I watch and may not think it's as neat. We fill the balloons with about a cup of water and tie them. Using the tied part as a handle, we dip the bottom of the balloon in paint and then gently bounce them or tap them on paper to make a picture. <strong><em>Tonya - what a fun idea!!!
